Lower overall, but what is your definition of 'poorer'? Some pockets of wealth can result in a high cost of living, at least temporarily, if availability of housing, and other amenities that are dependent on distribution infrastructure are severely limited.

that all depends on the income in the country compared to the expenses. if cost of living is higher in poorer countries compared to the US, the majority of people will be living in poverty.

Lower! they have less money to spend. But per capita the ratio is not so disproportionate.
