First I would like to what is "Your" definition of "Smartest"?
Smartest Person in the world is very relative term. Though people think that they are taking it literally but logically it is not possible to claim such a fact unless, an authorized agency actually produces the result after conducting a globally recognized IQ/EQ test or what-ever they come up with.
unless you say that define world is you and people around you and maybe you are smartest person among them and thus the phrase "smartest person on earth" is applicable to just that group, not the whole earth per se.
Secondly, this whole exercise to actually find the "smartest person on earth" would take a very long time and by the time the results are out it would be at least 4-5 years and would be obsolete. Thus, to answer your question indirectly.. There is "No" absolute Smartest person on earth, but yes there certainly can be the a person who is closest to Smartest person.
Biologically(capability wise also) speaking no one person can be absolute smartest person on earth ("Unless you are thinking of GOD as person") because every person is different and he/she may be good at few things and maybe not so good at other things. All we do is strive to be smart in each of the area we think are important to us or important for people around us to make the things go around perfectly/peacefully and take advantage of it.
I guess there is no such thing as "Smartest Person on earth". People can try reaching there but, in absolute terms its almost impossible to be smart in every possible area, unless you are god :-).

I agree with sincityq Im not the smartest but im doing my best =P there is always someone better than you/ me and everyone else.. so we should just keep trying.. =P

just because you say you are makes you the smartest everyone thinks there the smartest but by thinking your the smartest you are the smartest.

I am not..but I do try to learn something new everyday..sometimes experience is more helpful to survival than intelligence..but I do know I am not the dumbest in the world so I guess I can pat myself on the back for that!
