If the bullying was subtle and you did not know who was behind it - how could you prove it even if a whole segment of people were being bullied? How would you fight back against an army of well financed subtle and well trained bullies?

What does knowingly, willfully and maliciously mean added to an action carried out by certain groups or individuals? What does this mean in the eyes of the law?

Unfortunately, in the eyes of the law, no... the person made their OWN decision to take their life, regardless how damaged psychologically they were forced to be.

You could carry that through to any argument on suicide:

If an employer fires an employee, and they take their life... is that murder?

If someone leaves their partner, and the other takes their life... is that manslaughter?

While as, from a MORAL standpoint, it's obvious that these people had some effect and responsibility on the person's decision to take their own life, they can only be held accountable by society... not by the law.

Yes that essentially is murder. Or at least they could be charged with murder. Because it's premeditated and the goal is to have some one dead. Yes in the Hutu/Tutsi revolution they bullied people into killing and the instigators could be charged.

If their intention is to get the person to kill themselves then yes it is pre-meditated murder.

No because bullying will not work on a group of people they would fight back eventually.

Rarely, but it happens. I don't think it could be used as a weapon though.
