It is a marketing stratagey, Makes you think you "the average american" are paying less than you are. Actually proven to sell more products, I.E. the reason everything is .99

Like a 20,000 dollar car always cost 19,999.99

reason for 9/10ths, is partially due to taxes as well.. but mostly marketing

Psychology. If you see a gas sign that says 2.79 or one that says 2.80, what is your FIRST instinct. It doesn't matter that you ultimately realize; that is why there is the saying "first impressions matter..."

That's the same reason your milk is $1.99 per gallon instead of $2,00. It's a trick been in play since psychology met marketing.

I don't know, but my guess is because they want to make it look cheaper then it really is? I mean, why sell a sandwhich for 99 cents and not for a dollar? Or why sell it for 4.99 instead of 5.00?

It's for marketing purposes. To most people, they don't really look at that fraction so a $2.99/gal looks better than a $3/gal deal.
