If you can't date, you can't ask a girl out. Have you tried doing group activities with a bunch of kids like bowling or the movies?

Go on group dates (in parent lingo: Group of Friends)
Chances are your parents don't think you are ready for one on one dating. And chances are, you are not. My parents didn't allow me to date until I was 16. By the time I was 16, I didn't want to date. I eventually did at 17 but that just goes to show how parents sometimes are right.
If you think your parents are being unfair have a calm, mature talk with them about why they have this rule. Ask if there is anything you can do to prove that you are mature enough to venture out on your own date.

What about going to a movie together at the mall? Or roller skating? Something where u can say you are meeting with friends from school- have your mom take you and drop u off and meet her there and that way you can spend some time together getting to know each other! Let your mom know u need a little space from your younger brother. She will understand I hope!!! I know I would! Good luck to u

Ask your parents for permission and if you do it right they will let you! Your young and trust me there will be many women to ask out and lots of heart ache and joy will come your way. Also start saving money now because it cost to date the ladies and women are like Christmas trees they get better with age and the decorations just cost more to put on them.

you don't ask her out. you wait until your parents allow you to because if she finds out that your disobeying your parents she might not trust you anymore because she'll wonder what else you lie about. it'd be sorta dumb if you went up to her and tell her you like her a lot, but that you can't go out with her... it'd be a waste of time and thought. she'd be confused. just wait til tyour parents allow you to.
