A baby's circulatory system is very immature. This means that sometimes the outer limbs might not receive the normal amount of blood.

There is no need to worry so long as when you pick up your baby the blue tinge slowly recedes.

If you hold your baby, play with him, or interact with him physically and the hands remain blue and cold and he is somewhat listless, call your health provider right away.

It's called accroycanosis. Before the baby is born, the oxygen is provided to the baby through the placenta. Once the cord is cut, the lungs begin to function to provide the oxygen. This change makes the circulation route through the heart and lungs change dramatically. To protect the internal organs and ensure they receive the needed blood, the majorty is shunted to the brain and internal organs - through the core of the body. the further from central - the less effecient the blood flow is during the first few days. This can cause the coolness and purple color. Anything that causes the baby's heart to beat faster or harder (crying, movement) will cause them to pink up right away.
Again, this is normal in the first week or so of life, but as with any health related question I answer here, the best advice is - when in doubt, call the doctor.

Because they have very immature circulatory systems. If the baby seems to be in pain at all then you should take it to the doctor, but cold hands and feet are quite normal.

Try rubbing his feet and hand it should help to get their circulation going.

They shouldn't be. Take your child to a doctor -- it could indicate a serious problem.
