Common refers to the majority. For example, if I have 5 red socks, and one green, the red are more common because they're the majority. They can be equally important, but it depends on the situation.

Most of the time, the majority (or what's common) is more important. Democracy works this way. Majority rule. So does application design (sorry, I'm a computer guy). The applications are built so that the majority of the targeted audience will be pleased with it.

Sometimes the less common is more important, such as a creature that has differnet physical features from others in its category. Scientists will call this creature "important" becuase there's none other like it. It's not common.

I believe your usage refers to the frequency that a person, place or thing occurs in a given environment. Something that is less common is more rare, and that can often be an indication of increased value, like a rare precious stone.

If I had to generalize, I would say uncommon would be regarded as more important.

There are two definitions of common (atleast the ones relevant here).

One use describes some person or object that is (a) unrefined or coarse in manner OR (b) of inferior quality. In this sense, anything that is described as common can never be important, I suppose.

The other definition is widespread or prevalent. In this sense, there is no implicit judgement about the importance of the person/object being called common.

If something is common, it means that it is widespread or prevalent; happens frequently and to many people. If sth is not common, that doesn't term it as less or more important.
