The static universe model fell on the discovery of the Microwave Background Radiation, which is the afterglow from the Big Bang. Currently, the universe is expanding. All the available evidence suggests that it will continue to expand forever. In fact, it appears that the rate of expansion is increasing.

Most scientific theory agrees that we have an expanding universe. Science, however, is constantly finding new things which contradict present theory. So, the proper answer is that most scientists would say expanding universe, but no one really knows for sure

Nearly every galaxy in the universe gives a red shift when we look at it through radio telescopes.

As a body is moving away from an observer, the electromagnetic radiation that it emits is shifted to longer wavelegths -- a red shift.

Because we see red shifts when looking at any given galaxy, we can safely hypothesize that the universe is expanding, especially when we consider that galaxies that are further away from us exhibit larger red shifts.
