Fencing is a great option. For corn, 2 strands of electric fence wire, one 2-3 inches off the ground, and another 8-12 inches above frequently works well. You have to keep any stray weeds off the fence, though, or the weeds will short the fence out. You also have to make sure that young children and pets stay away from the fence.
If you don't want to use an electric fence, then you need a much taller fence, like a deer fence, 8 feet tall, with chicken wire for the bottom 3-4 feet, and then looser wire above that. If you dig the fence in, 18 inches underground, you'll also keep the groundhogs out.
Tradition has it that planting pumpkins and squash with big leaves around the perimeter of your garden will help somewhat, since the critters don't like to deal with the large, prickly leaves. But I haven't had much luck with that. Other options include letting a watch dog guard the garden, or sitting out all night with a BB gun. But fencing is easier (if you don't have a dog).

Maybe try tying a tin pan on a wood stick because when the wind blows the pan will make a lot of noise and it will scare the racoon out of the garden!
