if some one else runs the wireless internet servers how do i cancel the filters that they have?

If you are not the adminstrator for the wireless server (actually router) then you can not change the filter or other settings on it. You can not cancel the filters. If this is a commercial ISP, or routers within a business, school, etc., then removing the filters would leave you open to both civil and criminal actions. (It is called hacking, and people go to prison for doing it.)

a...either hack in or take a gun, point it on their head, force them to turn that down...
