If you have no major bills/debts, your biggest cost will be your rent. Parts of Maryland and Virginia in the DC metro area are rather expensive.
This is just a sample budget, but it is very realistic for the area:
A one bedroom (w/o utilities) can easily range anywhere between $800 - $1100. After budgeting another $200 or so for utilities, you've already surpassed $1000/mo. Budget another $200 for food, $100 for entertainment, $250 for your car note and $300 for car insurance/gas. All this added up costs about $1850/mo.
Presuming that you live alone, a $40K salary will net you about $1550 (after taxes). You can see that by the time you pay your rent and bills, your negative $300/mo.
To live comfortably, shoot for a salary of about $75K. This breaks down to about $2310 per month net after taxes. After paying your rent and bills, you'll still be left with about $460/mo.

If you're talking the DC area, then a "good" annual income would probably be $80K/year or more. (To support a family)
That's by no means great, but you'll do alright.
Farther S or W, $60K is certainly good.

Shoot, you need like 40k to barely live with the cost of living here these days.
It all depends on if you live in a single income home, with a roommate, with your parents... etc...
