There really isn't much you can do about people who behave badly online. If you are in a chat forum which has a moderater you can report the person as abusive. When you go to a particular chat room, read up on the community guidelines or whatever they call the "rules" for each forum. Some forums are completely unmoderated and there are usualy disclaimers stating there could be offensive language at the site and you use it at your own risk. If you do not like or enjoy the tone of the group leave it and look for one which is more to your tastes. Many groups state they are for a particular issue and when you enter it is full of people looking for sexual encounters. I just leave those sites immediantly.
Now, I have been getting these strange "off line" messages from individuals I have never met. There are links within the message body which would take me to a private web page usualy with nude pictures of the individual. These are solicitations for online sex or offline sex usualy by prostituttes of variious types or other solicitations like from "astronomers", etc. Just click on the "ignore" button and within Yahoo! Messenger a window will pop up which allows you to report the person as spam and also will permently block the individual from ever sending messages to that particular ID again. So far I have not had one of these types of solicitations from the new Windows Live Messenger, the old MSN messenger. Just from the Yahoo! Messenger. Regardless you have power to stop these people from sending these types of messages. You have to do this with each individual who does this type of "spam". I am not aware of a blanket method of stopping it all together.
Now, if you are here at Yahoo! Answers you just click on the "abuse" link, then choose which rule has been broken from the drop down list and enter further information if needed in the text box and then just click "send". Use this carefully as many here are really not attempting to be nasty, just expressing their own opinion. Just because it may not agree with your own opinion or idea of acceptable language is not reason enough to report them as abusing the rules. We do have free speech in the U.S and so please try to keep that in mind while in forums.
The best thing I found is to thicken up overly thin or sensitive skin and just ignore rude or nasty individuals. They are usualy looking for a response as they do this type of behavior for attention. When you respond to them you are giving them what they are looking for. So, I ignore them 95% of the time and if it is a real assualt on me as an individual and is abusive or an abusive assault a questioner, I report that individual. But, as I said, I do not do this very often. I ignore them.
The online communities are vastly different from one to another, and there are thousands out there. Find those in which you feel comfortable and stay out of those you don't feel comfortable in. Ignore those who would be atagonistic and do not engage them. You will find groups and forums which suit your needs, but you will probably have to go through a few "bad" encounters first.

What's nasty to some is just common language to others, depending on the environment they are accustom to. You can't stop the ones you feel are nasty, but you can do what I do, I just skip that question.
