By "stores", I assume you are referring to "retail stores".
Forget it. You need to go through suppliers who have facilities for drop-shipping. There many on the Internet.

Retail stores with "overstock" will have limited supply. They use it for promotional sales and take their "licks", IE markdowns.
Fact is, successful stores these days seldom have much overstock. Computer software has given them improvement in controls.

Most sales events actually are not overstock. Special merchandise is often purchased.

You will need to set up an account with a drop ship supplier. Be careful of any supplier that demands a large upfront fee or merchandise order.
