If any penetration occurs - pregnancy can occur even if all ejaculate occurs outside of the vagina. The reason for this is pre-ejaculate. It is the fluid leaking prior to the male's orgasm - and it most certainly does contain more than enough sperm for a pregnancy to occur.

Sperm are great swimmers and survivors - thus the problems of over-population we suffer from today. If sperm is near the opening of the vagina - it is quite possible that hand play could relocate sperm to a position that enhances chances of pregnancy. I am not sure what the possibilities of tight panties/jeans would have of moving the sperm inward - however....girls do wear their pants very tight these days.

Now - I would presume this virgin lady to be a teenager. If she were to suspect pregnancy, I would strongly advise telling her mother, grandmother or aunt as soon as possible. Sometimes aunts or grandmothers are far better at talking to a parent on the girl's behalf than the girl herself.

Decisions would need to be made - such as whether or not to take a "morning after pill" to end the pregnancy within 72 hours, an abortion (within 12 weeks), or having the baby.

If the decision is made to have the baby - putting the child up for adoption should be seriously considered - including to family members who would desire to adopt a child.

As the 3rd child born to teenage parents - I can testify to the great regret and heartache my parents had for having my siblings and I while teens, and the great poverty we did live through due to it. I remember my mother crying on her 21st birthday that "her life was ruined because she was stuck with 3 kids and she was only 21". For some reason - neither I nor any of my siblings decided to get pregnant til we were grown, well educated, and married.

That being said - the best way to stop a pregnancy is by not beginning one. Birth control is often free, always cheap and readily available.

However - the best birth control is abstinence. Girls really should stay virgins at least until their bodies are fully developed - which doesn't occur til several years after puberty. Those who start earlier tend to have many more medical problems than those who wait.

Hopefully this helps.

If you withdraw prior to ejaculation, pregnancy can occur as drops of semen are released during sex, not just at ejaculation. You can also get pregnant without having penetrative sex if semen is around the entrance to the vagina.
Being a virgin makes no difference whatsoever, you can get pregnant on the first time.
ALWAYS wear a condom, not just for pregnancy but for STDs which are a lot commoner than people realise.

Yes, it is possible for a woman to become pregnant that way. If she wants to prevent pregnancy, tell her to get to her doc right away, and ask for a script for the "Morning After Pill". The emergency contraceptive/morning-after pill has three possible ways in which it can work (as does the regular birth control pill):

1. Ovulation is inhibited, meaning the egg will not be released;
2. The normal menstrual cycle is altered, delaying ovulation; or
3. It can irritate the lining of the uterus so that if the first and second actions fail, and the woman does become pregnant, the human being created will die before he or she can actually attach to the lining of the uterus.

The fact you need to ask is very scary, and telling me you shouldn't be having sex. The answer to your question is no. Egg and sperm only need to meet for pregnancy to occur and that can happen even if you ejaculate on or near the vaginal lips. (vulva) Sperm are extremely good swimmers, that can also live for up to 7 days inside a woman..Pre-ejaculate ( Clear fluid that leaks from the penis when sexual arousal first occurs, (before climax) can also impregnate a woman, as pre ejaculate also contains some sperm.. May i politely suggest you use a condom or abstain from sex for a while..

you don't have to ejaculate inside a woman to get her pregnant. Even the small amount of fluid that comes out before full blown ejaculation has sperm in it and is more than enough to impregnate. The so called "pull out" method of birth control doesn't work at all.

How to stop it? Well if she's on the pill that will significantly reduce her chances of pregnancy...

It is possible but not very likely. If there is any kind of genital to genital contact you should wear protection. This will also protect you and her from STDs that can be spread by contact or fluids.
