Well, if you buy into that human beings were created as a result of an act of war (war in heaven), than it appears to be part of human nature. However, I don't place one (culture) against the other (nature) in a clear cut dichotomy. I think it's more intertwined, and so, a mix of both. I think we have a natural impulse to defend and to preserve life, and "war" is the cultural manifestation of that impulse. Hope that made sense.

Only cult like folks go to war for a purpose.
If neither party has the same beliefs and they see the each other as hostile, then war happens.
Is it natural to be in a cult (religion), yes it is.
However some cults (religions) aren't as civilized as others.
You can be a Christian and follow a crazy person who thinks he's Jesus himself and find yourself in Waco.
You can be a muslim and go marching in the mountains with Osama following orders.

It's cultural. It's only the product of certain evil intelluct in this wolrd working. You will never find such war in nature, wars among animals are really simple not causing genocides.

It is natural. It has been going on since the beginning of time. It boils down to conflict between the 'haves' and the 'have-nots.' That is, if you really think about it. I think that is why we are so hated.
