Is KINGDOM HEARTS 2 a turn-based rpg?

Firstly nope, Kingdom Hearts is a real time action rpg, not turn based.
If you are looking for turn based games I would suggest any of the games behind the creator Nippon Ichi. They made such games as Disgaea and Phantom Brave (both for Playstation 2).
I can't really help you more than that because you didn't specify a console.

Thank God Kingdom Hearts isn't turn-based! There are some good turn-based out there though. Like Pokemon Emerald. It sounds gay but it's actually pretty good.

the very best turn based rpg out there is disciples and disciples 2 and all the stand alone expansions.
