No, it's not too early but yes it is most likely water retention.
Cut salt out of your diet period.
Elevate your feet above your heart whenever possible.
Swelling is pretty normal so don't believe the 'pregnancy poisoning' horror stories. If that was true your Doctor would have told you that and made it much more urgent than 'put your feet up for 2 hours'

It's normal. Too severe can be a problem but by elevating feet, you don't want to be in a chair doing this, as you can still cut off your bloodflow to your legs. I kept my swollen legs down by alternating walking around with lying down and TONS of water.
6-8-10 cups a day. Also, No cokes, caffeine, coffee. Caffeine is a dieuretic that will make you lose more water than you need to, and when you drink lots of water (at least in my case) I found that I flushed out the swelling very quickly.

salt plays a big role in water retention. You can also over hydrate yourself by drinking too much water. it can thin your blood to the point that it will affect your heart. ask your doc about this, not too many people are aware of it.
