Both. If you have an object that is red then it absorbs all colors of the visible spectrum but red. If you have a white object then it reflects all colors of visible spectrum. Black absorbs all colors.
Dark colors also absorb more of the non-visible wavelengths which makes dark objects get hotter in the sun.
