In spite of Govt. assisting them, the farmers in some parts of India kill them selves? Who is responsible?

News paper daily report of suicide by farmers from Vidharba,in India. PM recently declared financial help to the farmers. Also, farmers in some southern states have followed the easy way out, Who is responsible for this? The Govt. / the farmer themselves.

In some factors gov and in some factors far. So basically both are responsible.
