Yes i've seen them little wannabe police people. You can tell there not police as they don't carry a spare wheel on the back of there 4x4. Which the police are forbidden to do.

Try living in a country that doesn't have law enforcement on the highway, and you'll soon find that the only thing worse than having law enforcement on the highway is not having law enforcement on the highway.
I lived for several years in a country where the highway police force were hired from a poor neighboring country. They were terrified of pulling over local boys for bad behavior in the cars because if they pulled over the wrong person, they would lose their jobs and be deported back to the squalor of their home countries. So they let boys be boys, and the highways were sheer deathtraps as a result. People drove way too fast, pulled crazy stunts, and the greatest cause of death in the country was car accidents. And that was in a relatively developed country.
Try driving in a country where there are no highway rules or enforcers. You'll be fighting for your share of the road with buses and trucks that have never had safety inspections, as well as lunatics who drive too fast on the wrong side of the road, and ox carts. And you'll get pulled over at barricades to pay off bandit mafiosos for the priviledge of continuing on your way. And if you do get stopped by a policeman, he'll stick a machine gun in your face and demand a hefty bribe as a road use fee.
I hate dealing with the motor vehicles agencies, but I love all that they do.

Unfortunately the Highways Agency are not "Pretend Police". They are the govenment department who maintain and opperate the main arterial roads in the UK (Motorways and a lot of the "A" class roads). Next time we have some cold weather, you will see gritting lorries going along the motorways. These are run by the H.A., whereas the ones you see clearing roads in your town centre are opperated by your local (or county) council.
The main time when people "Detest" the Highways Agency, is when you get mile after mile of closed road (usually for repair works), but speeding offences are caught by the Police and "Road Safety Partnerships" who usually consist of the police, local authorities (who maintain the vast majority or roads) and often charities. Between them, they provide financing for speed cameras, but these are not opperated or run by the Highways Agency.

Maybe not police but they can the pictures and pass them onto the police so they an prosecute you be default.

No they are not police cannot issue speeding tickets only there to keep traffic flowing and deal with incidents.
