i would say a nelly is just feminine. Like big nelly bear. A queen would be more the prissy twink that wears designer clothes and product in his hair and has the attitude that he is a queen.

Either one is a turn off to me so I don't guess it matters. Effeminate behavior is just silly. If a guy wants a man why does he go after feminine men? Just never understood that one at all. And Drag-queens scare me worse than clowns.
I mean clowns are freaky but drag queens whoa Nelly.

I'm not sure why you ask and to tell you the truth ,why should I care, but, they are both slang and derogatory terms for cross-dressers and effeminate gay men. Both English in origin and very distasteful.
