She may be on the Pay as You Go tariff that give you free 300 text messages.
I don't know if this still continues but I used to have one. It works by topping up your card monthly by a minimum of £10. Then you will automatically get 300 free text messages for the month, call charges are deducted from your balance on the standard tariff (I think the Talkalot Tariff where your calles are 15p or 25p for the 1st three minutes then drop to 5p a minute). Once you have used up your text allowances during the month, your texts are charged at 10p a message. You only allowed 300 free text allowance in one month and must top up by £10 or more to get it exactly to to the month ie if you top up 1st time on 1 January and will only get your free texts when you top up on 1 February etc.
I think you have a choice now that you can choose free minutes rather than texts.
See o2 website for further details but I am pretty sure thats what she must be on.

Ah yes that wonderful thing called online network. How it works is that if ya mom puts, lets say 10 pound a month on, she will get to keep that £10 and get 300 texts (or whatever the equivalant) u get something that is called ya anniversary date, which means if u top up on the (i.e) 2nd of each month, as long as u put £10 on b4 ya anniversary date you will get 300 texts for the next month and keep £10 visit here for more info: Oh yeah by bot ons we mean, either, 300 text plus 150 mins free call time etc. O2 will tell u all about it. u can also get 1000 text for £30 pm just be sure to use the texts b4 ya anniversary date!!

The same happened to my young brother's. It may be because they introduced a plan where as long as you top up with £10 per month, you get 300 text messages free, plus your original £10 balance to use as you wish. You can get up to 3 of these top up cards free from the 02 web site.

My SIM card allows me unlimited free texts on O2 pay as you go, as long as I top up at least £10 a month. Maybe she is on a similar deal and hasn't top up enough in the past?

I think O2 are doing a kind gesture to their customers on conctract or pay as you go, by offering them 20 free texts or so many free minutes a month. So it may be that.
I've been an O2 customer for some years, I remember not being charged for a year for downloads on my WAP service.... they noticed some time later that they had not charged me and advised me that it was a mistake on their part, but all future downloads will be charged to my account, so it may be a mistake on their part.
