Some numbers are XD-NO meaning that the number is ex-directory with number offerered. Call the telephone companies directory service directly (don't try using a cheap directory service instead as they will not have the information) and ask to see if the number is offered.
In real emergencies you may be able to call the operator and get them to relay a message however this is only done for police etc.

If you are researching a quantity of numbers, though, I suppose, you might want a service. I can't imagine why the average person would need to research a quantity of numbers, though, so I assume this is business-related, and it then seems only fair that you pay for a service. But maybe it's not.

When I worked for BT,you simply cannot get the number as their staff don't have it to give. As you already know the name and address,why not write to them and ask them to contact you? This would solve a problem with minimum fuss to you and presumably get what you want...which is contact.
