It depends on what agency you go with. I work with a law firm and we typically charge above $ 3000 for a new H-1B application though our competitors charge closer to $ 6000. You shouldn't use an agency that is too cheap - but certainly pick and choose. I can't recommend anyone in LA since our office is located in NC but you could contact www.aila.org and they can give you a referral. Incidentally, you can't apply for new H-1B visas for the 2007 fiscal year since the cap has been reached. You can begin applying as of April 1, 2007 for 2008 fiscal year.
