Have you tried talking to them about your problems. They may not even know that this is doing damage. If they will not corroborate with you I would complain to my land lord.When u purchase the property give them 30 days or wait until least is up for them to get out.

You must be British... only Brits would have crazy problems like this. If it is in fact the ivy that is responsible for dampness in your room, which I doubt, then here is an idea. This sounds like a condominium, in which case the grounds outside would usually be common areas. But then, maybe you crazy Brits have some other arrangement. If it is common area where the ivy is planted then they do not really own the ivy and if it were me I would just whack it off at the roots some night at 3AM and let it go at that.
I think you just have some ivy phobia though.

What you describe sounds like a water issue - obvioulsy the neighbor is watering it, and the water is coming down on you. The water is the problem, not the ivy.. You need to address why the water is going into your apartment.. Remember, your neighbor is trying to add some green to the building, trying to make it look better. I would use lots of niceness when addressing this. Remember, they are above you and if you piss them off - They can get even very easily and make your peace and quiet a thing of the past...(stomping, etc.)

Oh dear. What is wrong with beautiful Ivy up your .......
I mean why would you like to create a thick atmosphere which might be too suffocating for all concerned. Trust me it stinks I had one such neighbour that couldnt come out of her shell and talk to us like a human being rather than trying to backstab us. Helloooooo we are all human beings and we should be able to communicate things amongst ourselves rather than jumping to rights and left thingy. I'd say Ivy are beautiful but if it bothers you try telling them but please dont tell me you had a run in with them before and this is a revenge of some sort. Let's hope this is not the case and you be surprised how easy it was to give them the opportunity to cut their own ivy back rather than you chopping them off and ohhh forget it. Look please think twice before making silly atmosphere between you, its not gonna be nice for either of you's. good luck.
p.s. by the way forgot to tell you that yes you do have a right to ask them to cut any part of their belongings over your belongings.

Where ever the Ivy is growing on your property you can cut it back as long as you offer the cuttings back to the owner.
With regards to the damp I would get an expert to check this out to ensure there isn't any lasting costly damage to your property.

What you need is salt - a HUGE bag of.
(Those food weigh bin places are best but rare now). Pour salt on the ground until it looks like christmas. The ivy will "miraculously" die!
