How long before you have sex can you use a condom? This may sound weird, but can a condom be used in a similar manner to a tampon?...i.e. to prevent any discomfort caused by pre-ejac.

If you mean can you wear a condom all day in case you happen to engage in sexual intercourse later in the day, the answer is no. The condom will most likely break, tear, or fall off, especially as your penis will not be erect the entire day.
Generally, when getting ready for lovemaking, you or your partner can put on a condom as soon as you become aroused, even if you will engage in some lengthy foreplay before intercourse. But also remember, not to have the condom become ripped, torn or stretched too much -- especially if your partner will perform oral sex on you with the condom on. Also, be careful of what lubricant you use as it can weaken the condom as well (oil based lubricants and Vaseline are terrible for condoms).
If you are worried about the mess from pre-ejaculation, you can always put on a condom during foreplay, and when you are about to engage in intercourse, take it off and put on a fresh condom.

You put it on in a jiffy as soon as you get a stiffy.
There's no "practice runs" before you can use one, silly.
Just wrap that rascal and go! You're actually doing the world a big favor, we don't need any babies waddling around with THIS dna...at least for right now..with a question such as YOURS!!!
And if you have "discomfort caused by pre ejac" then you might need to see a doctor. Yep, pretty much sure there shouldnt be any pain.
