Yes! as long as the shoes are the same colour as the suit, you dont want to wear brown shoes with a black suit or vice versa.

You can but it might not be appropriate if you are at work. If you are at a leisure environment than maybe. It also depends on the type of job you have. Some jobs might want you to wear pumps, some might not have a dress requirement and then you can wear what makes you feel comfortable. The best way to know is to look at how your other coworkers dress, or ask your boss about the company's dress code.
