With a ruler that measures to the nearest 0.01 millimeter

Measure it 3 more times and take the average then you get the more appropriate answer which will be the correct reading.

More times you measure and take average the more accurate it will be.

You can calculate the average as follows:
(10.3 + 10.4)/2 = 10.35 cm
