Treacherous is not the same thing as evil. Answers like Hitler or Stalin seem merely to focus on the overall level of evil perpetrated by the individual.

Better candidates would be either of the following:

Pierre Laval - One of the leaders of the collaborationist Vichy Regime. Laval was one of the most despicable schemers and betrayers in French history. He started his political life as a member of the Socialist Party and was elected a deputy. He moved rightward over the years and was elected as a conservative. He joined Vichy and eventually became head of that government. He was captured after the war and tried for treason. He was found guilty and was shot by a firing squad at Fresnes Prison in Paris on 15th October, 1945.

Vidkun Quisling was a Norwegian fascist politician. He worked with the Germans to prepare the invasion of his country. He held the office of Minister President in occupied Norway from February 1942 to the end of World War II. After the war he was tried for high treason and subsequently executed by firing squad. His name has become an eponym for traitor

Hitler and Stalin are the 2 most evil men in history.

Yasser Arafat and Osama bin Laden are also near the top of that list.

Joseph Stalin. He killed more innocent people than Hitler, and he got out of it on the winning side, and alive somehow. Hitler just gets more press because he lost the war.

i wouldn't know who it was, judas betrayed christ indd, but that was once person, there were other persons who were even more treacherous as well
