There are many free ways to build a website. The best is probably www.moonfruit.com. This is a flash-based site so it looks great - but the free version does come with ads. There are lots of features and it's easy to set up.
If you dont need as many features, then consider just using www.myspace.com or www.tagworld.com, where you can post photos, get a blog, have a song play on your page etc.
Or you can get a designer (contact me) who will design your site from £100 upwards.

In short, there aren't any. The only "good" way (IMO) to build your own website is to learn HTML and do it from scratch. Having said that, there are thousands of HTML tutorials out there, just search for one and use it.
