Sounds like your system bios is set to restart the system after a power failure or loss off mains power in any other form.
there is no other real reason for this to happen.
if the power button is faulty this would present in the button not being able to turn off the PC. so to try reapers suggestion of a faulty button. power up wait a few seconds then press and hold the power button on the front of the computer. if the system powers down the system power button is working correctly.
now use the button to power the PC back up.
PC boots up when you press the button. = NOT a FAULTY BUTTON.
PC does not boot when the button is pressed = FAULTY BUTTON, consult a PC hardware retailer and get a new case to transfer your existing hardware into. www.dabs.com is a good place to start for components.
ok so your system does not have a faulty power button then you need to go into your system BIOS. To get in look at your sytem screen during the initial few seconds of boot time, you will see a Key or Key combination displayed to get into the BIOS.
Now you are in click around untill you find the power option that sets the system to boot from power out or whatever your BIOS has it listed as.
follow the instructions in your bios to save any settings you change.
now reboot the system using the options from the bios. normally once you save the settings the system will automaticaly restart.
once the system has restarted wait until the system is about to start booting your operating system then use the power button to power off the computer. NOw power off the computer at the mains. wait 30 seconds and power on at the mains. if the system stays off you have resolved the problem. continue to boot your system using the power switch on the front of the PC.
allow your system to boot. and enjoy your computer, run a malware definitions update and scan for any malware that may be present. delete all malware your scanners find.
and continue to enjoy your pc after creating a new restore point and then using the clean up utility under tool when youright click on your systems C: drive. now delete all previous restore points.

If you know what you are doing, try going into the BIOS SETUP as the computer boots up (usually F2 or 'Del')
Your BIOS may be set to RESTART on a power failure.
If you do not shut it down properly, it will do this and you also run the risk of corrupting your files. The PC needs to shutdown properly to undertake housekeeping and removing hidden files that you don't see as it runs your system.
Trying clearing your Temp directory and run a good disk defrag program / disk doctor program to identify and fix problems.

You need to change the Power settings in CMOS (BIOS).
1. Re-start your system.
2. Continusly press DELL key.
3. Will open BIOS setup. Goto Power section.
4. Chnage power on after failiar (set to Stay Off).
5. Press F10 and save and restart.
System will not auto start when cable pulged in.

It seems that the PC was shut down by taking out the plug , so when you plug it again ... it starts, because it wasn't shutdown from the PC it self

well it could be not switched off properly when you log off try switching it off and leave the plug in.
