Not under normal circumstances.
I have worked under unusual circumstances and my boss has told me straight out, "I have nothing for you, go play on the computer or read or just do something to stay awake". Then she would ask me where I planned to be. It was a very unusual situation though and it didn't last more than a couple of months off and on. Then things straightened out and I had plenty to keep me busy.

I would say that it depends on whether you've got any work to do. If your In-Tray is empty and you are bored out of your mind, then there is nothing morally wrong with it.
But if you have lots to do, then it would be wrong to waste your time on YA.

No, you're getting paid to work, not play on the computer. That can be grounds for termination at some jobs so if you're doing that, you might want to be careful if you insist on doing it anyway.

No, but it is something that should be indulged in from time to time. What could make it worse is if your company tracks all internets visits and BUSTS You. They'll pull a Trump, "YOU'RE FIRED!"

If you have work waiting on you then you shouldn't do it. But if you just take a little break when things are slowed down then I'd say its ok.
