The first time it happens, make very, very sure who it is doing it, and why. If their reason for doing it and their goal in doing it is to annihilate you and yours, then negotiation is obviously not an option.
Next step: hit back as hard and fast as you possibly can; thereby ensuring that they will never, ever do it again. And if they do, you hit back again.
I know this equals an attrition of conflict, but to just let your country and people die, without trying to stop it, is suicide. And if you recieve harsh treatment (like a missile attack), the person / country / group doling it out (or condoning it and making it possible) cannot then claim no responsibility and unfairness of you respond in kind.

One thing for sure (I believe) is that when the other guy has more missiles than you, and is generally a superior force, retaliation may be an obvious emotional response, but negotiations would be the best intelligent response, and the path most likely to lead towards life-saving solutions.

If I had people lobbing missiles at me, boy that would be a very scary day.
In my position, I wouldn't lob missiles at them. Oh, no sir. I simply plan a major strike, bomb military infrastructure, cripple their economy, and make their situation much more worse.
I'd punish them harshly for every missile they lob at. I'd create safer zones for the people around me. If they stopped lobbing missiles at me or the people around, then I'd agree to cease all offensives and bring in humanitarian aid.
You may think it sounds like Israel but I would do it like them. They knew what they were doing and never intended to kill innocent civilians.
A country that actually defends themselves.

Nothing. Since the missiles were already launched. You can hope and pray that the anti-ballistic missle system knocks out the incoming ICBMs before they hit ground zero. Otherwise....dust in the wind for all of us.
