Quite probably because Powell was one of the only 'Doves' in the cabinet and Bush wanted a 'Hawk.' Wikipedia states that Powell announced he wouldn't stay after the end of Bush's first term anyway.

Condoleezza Rice was appointed Secretary of State after Colin Powell resigned at the beginning of Bush's second term, after a difficult time in the post where his advice/input was ignored by Rumsfeld and Cheney.

Mr. Powell began to see the direction that GWB and his gang were moving toward war. The UN address that the US claimed that WMD were in Iraq proved to be untrue and Powell has now distanced from GWB.

I think that Dr. Rice is the SECRETARY of State, the head of the State DEPARTMENT.

and most importantly that she was a CHEVRON employee. they even named an OIL TANKER after her!!!!!! most of the bush administration have worked for oil companies. i guess that explains most the past 6 years starting from invading afghanistan (caspian sea) to invading iraq.
