that is only in the winter here in Phoenix AZ, in the summer here it is at room temperature. and if you don't have AC, and you use a device called a Swamp Cooler to cool your place down, you have a warm toilet seat.
i would guess it has to do with what it is made of, or what kind of paint is used on it.
i once had a padded one and it never got cold, but when the pad got old and cracked, that was very uncomfortable. i than replaced it with a wooden one, so much better,
now people use plastic toilet seats and when it is warm, you stick to the darn thing, ouch! when you get up.
talking about cold toilet seats, try using an out house (yes i said out house) in the winter time in PA, we did not get our indoor plumbing until 1966, that is a cold seat.

turn up your thermostat to 99 degrees or more, and you will not think it's cold anymore. your body is 98.6 degrees, anything colder than that will feel cold. if you want a seat that warms up faster, get one with a soft seat, it's more like insulation because of the padding whereas a typical seat is more like a heat sink that will transfer the heat from you into the seat.

because unlike a living organism it does not produce heat for itself. And it is made of a material that does not retain heat.
