If your doin what i think you doin *cough* growing weed*cough* then youll probly want a bigger exhaust fan but in either case use a drill with a large bit, make a hole then use a jigsaw or sawzall to cut it out, i suggest the jigsaw as it is eaisier to control, and if your not doin what i think you are then why would you cut up a perfectly good shed?

Whisper has it dead on, the item is called a hole saw. It is a metal bowl with vertical sides. It has teeth on the top edge and a pilot drill in the center. They are available in different sizes, you want a 4 inch one.
May I suggest that you buy the higher quality like Milwaukee. It comes without a drill bit. You buy a separate spindle, for lack of a better word, that you install in the hole saw. The advantage is as you begin to accumulate a stack of these hole saws all you need do is remove the spindle and the saws nest together and you only need one or two spindles as they are interchangeable from hole saw to hole saw as long as you continue to buy the same brand of hole saws.
Hope that helps. It really is a straight forward job with the right tool.

drip bit four inch hole cutter. but thats a bit big and maybe costly for one hole. I'd find a 4 inch round lid and draw it on the surface .drill a smaller hole and jigsaw it out if it didn't need precision or was going to be covered by a plate or box.

There are drill attachments for making holes or you could borrow one if it's a one off job. It's harder work but you could measure up and draw the correct size circle with a compass or whatever. you need to drill holes inside the outer circle and use a really sharp slim saw /[jigsaw] to cut from hole to hole to remove the inner wood.

Use a RotoZip tool. If you buy the kit then it comes with a circle cutter attachment and will cut it in a jiffy. A regular 4" holesaw will do the job too but it is pretty expensive and all you can do is cut 4" holes with it. A RotoZip has endless uses.

A hole saw would be ideal. If you cannot find a hole saw with a blade that large, use a saber saw.
