There are Seoul Gardens Restuarant, Marina South (few of them) and one whole stretch along Bugis St (Tan Quee Lan Street)

Don't know about the buffets but steamboats are available at many restaurants along Beach Road and Bugis.

Opposite Royal Plaza Hotel on Beach Road, you will come across many steamboat restaurants. You can take your pick from there.

marina south (steamboat *** bbq buffet). cost around $12/person. if u like something better, can try seoul garden or coca (takashimaya)
