Are you talking about movies that capture the essence of the '90s? Or just any movie from the '90s?
I would go with "Reality Bites" as a movie that really captures the '90s, Generation X, etc.
As for the greatest movie of the '90s? "The Shawshank Redemption" is one that really didn't do much at the box office, but now has become a film most people can't turn off when it's on TV. A true classic, and a great film.
