That is most definitely a Wapiti or Elk, mule deer generally have a white patch on thier throat and do not have the same small white tail but rather a black tipped tail that is also larger than that of the animal in the footage. Also the white on the mule deers rear does not extend above the base of the tail, while in the footage, the white on the rump clearly extends far above the base of the short white tail, which is a trait of Wapiti or Elk

Elk, female, totally an elk. Note the dark mane (neck and head darker brown) and the white butt. Mule deer are solid brown-grey, with black nose, ear tips (big ears), and tail tip, with a white tail. See attached photos for reference.

A mule deer has a lighter muzzle and the ears tend to be a little bigger.
