Check your firewall settings, if you're running firewalls on the machines, or if there's one (or more) in the way. What you're looking for is anything that would be dropping ICMP packets, which is the protocol used by ping and traceroute (and a variety of other interesting tools) to gather their information.

1. Do you have a link light (green led) on exe?
2. Make sure it's the correct type card (i.e. ethernet not token ring).
3. Make sure the drivers are installed.
4. Make sure there are no resource conflicts on exe.
5. Make sure you have a good cable to exe.
6. Make sure you have connectivity in the wiring closet
7. Check switch for a link light & make sure port is not shut down.
8. Check TCP/IP settings on exe.
