"Enforce" might be the wrong term, try "protect." You can't force freedom on someone, but you can protect someone's freedom.

And, no, I don't think there's a way to protect human rights on a global scale without a police force.

It could be quite simple if everyone would learn to respect the rights of others and stop being so self centered.When you look to the government or police to enforce anything,you are passing the responsibility on to someone else releasing you from responsibilities! The end result may not be exactly what you had in mind!
