It means that there is a machine unit that cools or heats air and pushes it though out the entire building.
I'm not an expert on central air heating and cooling but you could easily look one up in the phone book if you want a more in depth or technical answer.

Most commercial buildings will centar A/C, whereas apartment buildings and condos have separate a/c for each unit, to give the residents maximum flexibility for comfort and operating cost. However, separate a/c is very inefficient and difficult to control, manage, so for large commercial buildings, a single air conditioning or heating system is recommended.
