It seems the leader now is Israel. But the provoker may have been Iran and/or Syria. Iran is especially suspected due to the criticism is receiving from the international community for its nuclear ambitions. This war is a distraction away from that criticism and a rallying-point for Arab countries who might otherwise be intimidated by a nuclear Iran.
