The less meat, the more it will hurt. If there is a bone close to the surface, then there is less to cushion.
btw.. any tattoos are going to HURT. Its needle piercing the skin.. over and over and over, at a rapid pace.

It depends, many people are different. Some take pain well and some don't. The inner arm hurts pretty bad. When people get tattoos close to a bone it may hurt really bad as well.

The web of my hands between the index finger and thumb was pretty painful.

i think on you chest.. i know a person that did this and he said it was more painful on the chest.. he moaned and groaned in pain and kept putting vaseline on it....he had plenty of other tatoos but he said they did not bother him so much...

I can't speak for everybody, and I'm not tattoo'd everywhere, but for me it was the back of the calf.
