I will be studying in London for a full year, and I'm unsure if I will need a cell phone while in the UK. I know that I use my cell a LOT here in US, but will I need one over there, or can people live without one? I'll be keeping in touch with everyone in the US through Skype and other internet things, so I would just need a phone for local calls. Any suggestions?

There is no hurry.

If you find you want one when you get here they are easy and very cheap to buy (much easier than in the USA) , everyone sells them including supermarkets, high street stores and online.

I think you'll get one, as everyone here has at least one mobile. But it might be best to check what service provider your mates use. There might be special deals at your Uni, and being on the same network as your mates could save costs.

But as I say, no hurry.

you will definitely need one - what about the friends you make here? what about when your US friends and family need to get hold of you? everyone here has one anyway... besides, using a cell phone in UK is 1/2 as expensive an affair as in the US - you guys are crazy with your costs on receiving calls!!!!

as someone said, get a Pay As You Go phone - the actual phone will cost you some, but adding phone credit will be cheap.

You aren't going there for a day or a week. And as you spend time there you'd get to know people, make friends and you might need to interact with them at times. Having a cellphone is no longer a luxury. Its a necessity.
And believe me, you feel a lot more secure if you have a cellphone in an new place.
The usage of cellphones is the same in UK as in other countries. You have to have one, no matter how infrequently you use it.

Just get a Pay as you Go phone from one of the many networks. Cost from £20 and you buy credit at most supermarkets/newsagents/post offices/some cash machines

All my friends from the US got a 'Pay As You Go' phone for about $40. Some got line rental phones but had to pay a returnable deposit and sigh a year's contract because they had no credit history here.
