i think it could but it wouldn't have anything to do with the radio. lightning strikes the highest point, so if it's a car on a highway with nothing around then it could strike the moving car.

Lightning can strike anytime, anywhere, any object. Moving cars, stationary cars, radio on or not. They can get hit.

Even if the ground is wet, the rubber tires will keep the circuit from completing.
Radio on or off should not be a major factor.
