i think it could but it wouldn't have anything to do with the radio. lightning strikes the highest point, so if it's a car on a highway with nothing around then it could strike the moving car.

Lightning can strike anytime, anywhere, any object. Moving cars, stationary cars, radio on or not. They can get hit.
