Unicast, broadcast and multicast are three entirely different protocols. Choosing which way packets are send and which protocol to use is usually job of application not router. Router merely after receiving packets from source, check instructions inside packets (protocols flags etc) and resends them accordingly. I don’t believe (unless I’m wrong) this can be changed by any router’s command. Even if it would be possible certainly it would depend and vary from one manufacturer to other…
