You have an original website and another server which copies or mirrors the content of the first website.
It may be used if a website is so popular it will need more than one server, when the first server is busy you will automatically download from the next server (or the mirror server)
Or it may be that a .co.uk site mirrors the original .com website but also adds it's own local content.
When optimising a website be careful that you do not copy text from another website as it might be looked at as a mirror site by the search engines and only the content from the original website will be displayed on search results.

A mirror site is simply a site that is used when the bandwitch has been succeeded and a person still wishes to download the file. It is a different server/site with the same file on it.
