No, it is not, if it is a fact and you are being polite in saying so.
But if you keep telling a person, everytime, you are busy, even though you are not, it is kind of avoiding and could be treated as rude. But after saying you are busy to a person, and if you call them back when you are not, it is a great manners.

It is not rude to say no to people. It is rude for people to think you should drop everything and do what they see as important right now. So don't feel bad.

Depends - to someone you respect you can say-
I'm sorry, I can't right now......
and maybe even offer to do something at a later time when your not busy, if you want to.

To someone you don't respect I guess you could be as rude and insensitive as you want.

Do something nice for a stranger today. And tell them to pass it forward.
