Wait a little longer. Sometimes it takes more than a week for a shipment to arrive.
Depending on how the item was shipped it could take up to 10 days for you to get it. It also depends on how you paid. If you sent a money order, they may not have even gotten your payment yet. Or it may be that the seller only ships out items one day a week. Make sure you read through the auction terms very carefully to be sure you didn't miss anything. If it was an item from overseas it could take a month or longer. Even Hawaii and Alaska shipments take a while.
I would give it another week. Then email the seller first. If you get no response from the seller then file a complaint with Ebay and file negative feedback.

First call the person you ordered from. Give them the opportunity to respond (you might add that you're concerned about your purchase, and would appreciate an immediate response). Finally add to your contact, that if you do not receive a response back within 24 hours, then you will complain to ebay.
If you don't receive a response back, contact ebay directly. They will get in contact with the seller, and will kick them off of ebay if they don't contact you, or resolve your challenge in a timely manner.
Lastly if that doesn't work.

well, if you paid for it, make sure that the seller got your payment and shipped the item. If this has not happened, contact the seller and see whats up.
Also, if the order was placed with a seller outside your country, it may take a long time for it to get through customs. I waited over a month in a situation like that.

One week is not much time. Where does the other person live. Did they send it priority mail or just regular slow mail. Email the person you won the auction from first to settle it.
